Since we don't exactly have real bones or bodies of what we would think of as a dragon (full-fledged dire breathing), dragons really exist in the mind, so the idea of what they have to look like can be quite a variety of things, so more things are accepted. It also means that you end up creating the animal in your mind, not trying to copy what you remember of a real one.
