I feel I must concur with unknown_Hunter in his commentary, and I too had some trouble seeing the rain effect, but it was there anyway. By the way, you know me in real life. Art style isn't bad. Very anime-ish, yet the colors chosen don't work with anime. Overall they came out pretty well. It doesn't really look like rain because when you put the NOISE filter on...you didn't Monochrone it. Also, I noticed the hands on the umbrella seem to be, well.. It seems like he's closing his hand and the umbrella is in back of his hand just floating. Try making the fingers start at the top of the umbrella handel and not under it.(Since when you you hold an umbrella with your fingers flat?) The end result came out pretty nice though and you're pretty good with proportions.
